The University of Chattanooga and a junior college, Chattanooga City College, merged with the University of Tennessee to form the UTC campus. UTC was given the mandate to develop excellence in student success and undergraduate education and to become a model of community outreach and partnerships. UTC also aspires to become one of the top five public master’s universities in the South. Perkins + Will updated the 2000 Campus Plan to create a new long range development plan that integrated the new institutional Strategic Plan and Climate Action Plan with physical resources.

Planning services included a housing master plan for 1700 beds. Implementation and phasing strategies were targeted to help UTC meet its mission; enable partnerships with Chattanooga institutions and organizations, engage the nearby downtown, support an adjacent historic African American neighborhood and other homeowners; and provide a vision for growth. Space needs analysis and space utilization strategies were based on current needs and targeted enrollment projections. Continuing planning work has included space migration for underutilized natural science and old library facilities, highest and best use of transferred state office building property, and support for sports and recreation programming and fund raising.
