Perkins&Will Selected by NYCEDC to Design BATWorks at the Brooklyn Army Terminal

The innovation hub will support 150 startups over 10 years, generate $2.6 billion in economic impact, and provide local workforce training and job placement programs.
BATWorks is part of the Harbor Climate Collaborative, a joint initiative linking tech piloting, tenanting, and programming opportunities to promote climate innovation across New York City's waterfront.

NEW YORK―The New York City Economic Development Corporation (NYCEDC) has enlisted a consortium of partners to develop and design a cutting-edge innovation hub at the Brooklyn Army Terminal (BAT) in Sunset Park, as part of a long-term commitment to developing the city’s green economy. Called BATWorks, this new facility will transform a significant portion of the historic site into an innovation incubator for emerging businesses, primarily in the clean tech and energy sectors.

“BATWorks will unlock new opportunities for startups and entrepreneurs, advance new innovative climate solutions, fuel job growth, and strengthen Brooklyn’s working waterfront—all while training New Yorkers of all backgrounds for green-collar jobs,” says NYCEDC President and CEO Andrew Kimball.

Perkins&Will is the only architecture firm selected to join the team that will collaborate on the design of the co-working, incubation, lab prototyping, and trial assembly facilities. The awarded consortium—led by NYCEDC partners Los Angeles Cleantech Incubator (LACI) and Cambridge Innovation Center (CIC)—also includes The City University of New York (CUNY) and New York University (NYU), as well as the Urban Future Lab at NYU Tandon.

Starting in January 2026, LACI will help pilot climate technologies as part of the “Pilots at BAT” program—an innovative program where climate technologies can develop and scale their products.
Green Transformation through Reuse 

The Brooklyn Army Terminal (BAT) opened in 1918 and served as the largest military supply base in the U.S. through World War II. Today, BAT continues to impact New York’s working waterfront by serving as a nexus of modern industrial businesses and entrepreneurs. The 92-acre site encompasses two 8-story warehouses—Building A and Building B—three 2-story piers, several ancillary buildings, and a train storage yard.

The BATWorks Climate Innovation Hub will transform a proposed 200,000 square feet of Building A across multiple interior levels and an outdoor courtyard. When complete, these spaces will provide a wide range of start-ups—including emerging market innovators, small- and medium-sized companies, and growth-stage and commercialization-stage companies—with fit-for-purpose space to build products, rapidly prototype new technology, and carry out product research and development.

At the time it opened, the BAT was the world’s largest concrete building complex, as the existing structures were built from reinforced poured-in-place concrete. Given the embodied carbon of these century-old buildings, the reuse and transformation of the site will also greatly contribute to improving the project’s energy use intensity (EUI) and lifecycle carbon impact.
